WIP: add iptables --dump logic.
static flag enable Iptables --list at end of netd init code from system server. (defaults to disabled). Please ensure netd is updated to include this command before merging this (manifest has been migrated to include new netd project). This will produce error logs if not.
WIP STATUS: This should either go into a new tantalum-dev branch and change the manifest OR the manifest for scorpio-dev should change to include tantalum-dev netd.
