STP-66 package-file is an unnecessary temporary file, which gets generated by mkupdate. mkupdate now deletes the package-file copy on completion to avoid issues where we cannot overwrite it. update-script has been added as it is needed for the build.

STP-66 modified mkupdate script to not use independent bash commands, but use the id files in croot instead.

STP-66 does not exist in original rockdev folder, but we want to take it along. so it has been moved here.
