Remove reference to hard-coded cpuctl path for bg · c4bbfa24

As part of scheduling policy cleanup, remove/isolate references to the
scheduling policy files and APIs.

In this case, logwrap is not used currently due to bug 5144246, and even
if it were the "background" parameter was 0.
