This CL builds the SBC codec that lives in embdrv/sbc to compile as a static library. Unlike the Android build that creates two separate libraries for the encoder and the decoder, the GN build creates a single static library. BUG=21339022 Change-Id: I9f12e63339c850d26f49a3756526a185ca7fec8d
