ndk-build.cmd: Fix weird shell install case. · 78ec7cbd

This is a fix for http://code.google.com/p/android/issues/detail?id=26175

It ensures that ndk-build.cmd works correctly even if the user has redefined
the SHELL environment variable (which can happen under the hood when installing
a variety of development tools on Windows).
