CtsVerifier used to allow update rates up to 10 times as small as the
requested rate for passive location. Restore the rate for this case.

These changes were made in JB but didn't make it into future releases:

- Add a unique image per display bucket to tell what class of resources
  the system is loading.

- Show width and height in dips

- Turn off hardware acceleration for emulator stability.
